I'll make it short and simple, if your friend is into you and you just don't feel the same for her, in the best way that you can you just need to tell her that you just can't be with someone right now for x reasons, tell her how great of a person she is, but that right now you prefer for you both to be extremely good friends rather than risking everything inside a relationship. You just need to tell her outright that you don't possess the same feelings for her as she does for you. No beating around the bush, no giving her a false hope that one day it could happen; you just have to tell her outright, but be polite about it because most girls can be sensitive on this matter. If you still want to be friends with her, let her know that it's important to you that nothing comes in the middle of the friendship and that a boyfriend, girlfriend relationship can change everything.
