Countries refused to disarm whilst others were still armed as it left them vulnerable to attack- and since no one wanted to go first, it didn't happen. Germany was effectively demilitarized after the first world war anyway, Hitler only earned the ability to re-arm without repercussions from Britain etc. because he stated his vulnerability and everyone felt sorry for him.
